The right decision of marriage in a right time with a right person takes a person to the highest peak of success and satisfaction but on the other hand, the wrong one makes a couple repent in every moment of their life. They are compelled to think if they revolted a bit, the situation could have been different. A person gets the power of making right decision with maturity from several ups and downs of his/ her life. Bitter experiences make a person able in critically thinking about the major issues of life. &lt;br /&gt;&lt;br /&gt;Marriage is not the thing to do done one after another in case of wrong match. Family environment matters a lot for a person's success in return of his/ her hard labour. If the family environment is disturbed, s/he cannot concentrate on any work in a proper manner, thus the probability of adverse situation is high.&lt;br /&gt;&lt;br /&gt;A child has neither proper practical education nor experience to take a right decision of marriage with a right choice in a right time. S/he hasn't seen the world around him/ her properly and s/he is under family pressure for marriage which causes mental disturbances in the long run because it is not the ending point, rather the beginning one when s/he is forcibly imposed the family responsibilities just for the happiness of some elderly and conservative people.&lt;br /&gt;&lt;br /&gt;Nepal has been rated third in position with regard to child marriage incidents in the South Asia. According to a statistics made public by the United Nations Populations Fund (UNFPA) in Nepal in 2003, 60 per cent adolescent girls in Nepal do marriage before 18. Likewise, a study commissioned by the government in 2006 reveals that one third adolescent girls at age group 15-19 are in marital status.&lt;br /&gt;&lt;br /&gt;The report said that child marriage has witnessed high rate in Parsa district due to the prevalence of poverty, illiteracy and traditional norms and values.&lt;br /&gt;According to a study carried out by Divya and Adaraniya Youth Club - an NGO crusading against child marriage - in 16 VDCs of Parsa, at least 46 incidents of child married occurred in the year. Whenever the fury of God gets high, natural disasters take place almost everywhere in the world and claim several lives. It is said that innocent also suffer with the guilty. There are so many people who are, with the fear of almighty God, playing with nature. They deforest as well as damage the natural structure of God for petty selfishness but there are so many innocent people also who suffer from others' insane acts.&lt;br /&gt;&lt;br /&gt;Nature is witness that whenever human beings have ever dared to play with nature, they have suffered a lot. The news of people being killed due to lightning, floods, landslides, soil erosion, etc. covers almost all the headlines of the newspapers of the world every year. &lt;br /&gt;&lt;br /&gt;Nepal is also not out from it. Everyone knows that Nepal used to be called the place of green forest. But the human acts have challenged the nature and thus they are suffering at its hands almost everyday. The situation is worse even in big cities with all the facilities. People are not being able to take breath in fresh environment, drink pure water, eat fresh fruits and vegetables, live longer, and spend healthy life.&lt;br /&gt;&lt;br /&gt;According to National Emergency Operation Center (NEOC) under the Ministry of Home Affairs, more than 80 were injured and properties worth over Rs 2,48,00,000 were destroyed in such natural disasters.&lt;br /&gt;&lt;br /&gt;At least 58 people were killed and 17 remain missing in different incidents of natural disaster including lightning, floods and landslides that occurred in various parts of country since May 15.&lt;br /&gt;&lt;br /&gt;The Center which deal with disaster prevention and relief works further said that 371 families across the country were adversely affected by 153 incidents of natural disaster that were reported to have occurred during the period. The misfortune accident that changed the whole history of Nepal and made many people suspicious about the mysterious massacre is now distant in memory.&lt;br /&gt;&lt;br /&gt;The findings of the high-level committee that investigated the royal massacre had revealed that the then crown prince Dipendra gunned down his father king Birendra, mother Aishworya, brother Nirajan, sister Shruti, and five other royal relatives during a dinner party inside the palace before fatally shooting himself.&lt;br /&gt;Dipendra gunned down his family members and the royal guests as he was not happy with his mother's decision to restrict him from marrying his long-time girlfriend Devyani, according to the official findings.&lt;br /&gt;Many people find the official findings on the royal bloodbath not quite convincing, still hoping to know the truth behind it.&lt;br /&gt;&lt;br /&gt;Many of the Nepalese people are still wary of the official report that said the enraged crown prince opened fire under the influence of drug and alcohol. Even after a decade, people want the truth of the royal massacre. They desire that the republican government should conduct a fair and thorough probe. Much of the details of the tragedy remain mere hearsay for lack of convincing truth for all these years. People want to know the whole truth. However, it seems no state authority is interested to conduct a thorough investigation into the royal bloodbath.&lt;br /&gt;The former palace, which opened as a public museum nine months after the abolition of monarchy from February 2009 after the country turned into a republic. Even Indian nationals who come to visit the museum claim that the story of royal massacre is somewhat like a folk tale for them.&lt;br /&gt;&lt;br /&gt;Birendra, who agreed to turn the absolute monarchy into constitutional monarchy in the wake of a popular uprising, is considered a liberal monarch. But in the context of Nepal it is said that Nepal is poor but its people are rich. It is the fact that a nation in poverty can never progress. There are many countries in the world which are poor and there are also many countries which help them economically come out their financial difficulties. Helping one financially is not bad if the money is invested for a long term goal to make the people independent in the long run. The matter of Nepal is a bit different, Nepal is completely sunk in corruption. Today the aids received from donors is not used in the right manner for the local development or the targeted areas. That is why, many donor countries are being discouraged by the slow motion of development works.&lt;br /&gt;&lt;br /&gt;However, the Asian Development Bank (ADB) has expressed its commitment to work closely with the government of Nepal and stakeholders in supporting poverty reduction and development critical for lasting peace and stability in the country.&lt;br /&gt;Sultan Hafeez Rahman, the visiting Director General of ADB's South Asia department, voiced ADB's commitment to provide assistance for poverty reduction and development projects during a press meet organised in the capital.&lt;br /&gt;&lt;br /&gt;ADB has been closely following recent developments in Nepal and is aware of the challenging and complex political transition the country is undergoing. Rahman also urged the government to focus on the nation's strategic development goals while taking the peace and constitution drafting processes forward.&lt;br /&gt;&lt;br /&gt;Rahman also indicated that lack of good governance and lack of proper implementation of policy for the control of corruption might discourage ADB for further assistance.&lt;br /&gt;The bank is also working to provide assistance to education sector to improve its quality to support social and economic development of Nepal but the authorities should build up their capacity for its implementation concerned.&lt;br /&gt;&lt;br /&gt;However, Rahman also said that if the authorities fail to implement the ADB assistance as per their capacity, the assistance would be transferred to other sectors.&lt;br /&gt;&lt;br /&gt;Rahman also noted the progress made in the Melamchi Water Supply project but stressed the need to speed up project implementation much more while closely monitoring safety and environmental issues.&lt;br /&gt;&lt;br /&gt;Millions of billion rupees is received by Nepal in the name of various development works or projects almost every week but much of the money is spent for the management of the project rather than the project itself. They are committing a series of crimes day by day without a hitch. A criminal belongs to no country in the world because he has no love for the country he is born. He only lives for money, he can do anything for money no matter what he is paid for. &lt;br /&gt;&lt;br /&gt;The cases of murder, looting, robbery, gang-rape, violence, hooliganism along with many are on the rise just because of weaknesses of the government. Nominal punishment can never help the country and its citizenry live and work in a peaceful environment. Taking advantage of loopholes of the law and order, the criminal groups have been dominant in the country and the government has been just an onlooker which cannot do anything to bring them to book in a strict manner. &lt;br /&gt;&lt;br /&gt;The life of a person in our country has been cheaper than money. Cases of murder have been easy nut to crack. People are having to live in terror because criminals give them threat calls and demand how much they wish and whenever they wish. They also better know that the government has been impotent itself to safeguard the common public. Therefore, they result any event in a very easy way.&lt;br /&gt;&lt;br /&gt;Today the Village Development Committee (VDC) offices across the country have remained closed in protest of the murder of one technical assistant at Dohara-Chadnai VDC of Kanchanpur district, Sunday.&lt;br /&gt;&lt;br /&gt;The federation of employees at local bodies decided to close down all VDC offices demanding security for government officials and action against the murderers of Yagyaraj Upadhyaya. An unidentified group had murdered Upadhyaya last week. Condemning the act of murder of a civil servant, the federation has also demanded a compensation package of at least Rs 10,00,000 to family of the deceased.&lt;br /&gt;&lt;br /&gt;Actually, demanding for money from the government is not the only solution for all, we need to be united enough strongly to fight them back by pressurizing the police administration. Money is a bit solution but only for a family but what about others who are waiting to be hunted at the hands of those criminals who are still walking around free in the same society. Crime is the activity that involves breaking the law and a criminal is a person who commits a crime. A state of law maintains several ways of punishment so that it could maintain peace and security and make the societies worth living for all its citizenry. &lt;br /&gt;&lt;br /&gt;General offences can be excused or overlooked a bit but heinous crimes can never be ignored because otherwise they may happen again and again without a hitch. People of any society with poor maintenance of laws are compelled to live in terror and that society cannot progress working in fear-free environment. It's the first duty of government to manage, provide peace and security, correct, update and make laws stringent in accordance with new challenges of crimes. A hardened criminal can be of no use to any civil society. There are examples of many criminals spending happy life after coming out serving their terms in jail. The fear of punishment discourages ones to commit crimes but letting them off encourages them to result some anti-human acts.&lt;br /&gt;&lt;br /&gt;With the change of government, policies change. Almost all the criminals are connected with some political parties and they enjoy political protection from time to time. The reports that Deputy Prime Minister and Home Minister Krishna Bahadur Mahara from Maoist Party is preparing to withdraw some of the criminal cases have made three prominent international human rights watchdogs - Amnesty International, Human Rights Watch and International Commission of Jurists worried. &lt;br /&gt;&lt;br /&gt;In a joint open letter to Prime Minsiter Jhala Nath Khanal, the rights bodies said prevailing culture of impunity has deprived victims of human rights abuses of justice and erodes the credibility and effectiveness of the criminal justice system in Nepal. The letter alerted the PM that DPM Mahara has been trying to protect some criminals by withdrawing cases of serious gravity including killings of Arjun Lama and Maina Sunuwar.&lt;br /&gt;&lt;br /&gt;The letter further said, “The appointment of communications minister Agni Sapkota, a Unified CPN-M member, while he is under police investigation, sends a strong signal of government indifference to such serious allegations and reinforces the culture of impunity in Nepal.”&lt;br /&gt;&lt;br /&gt;The rights bodies have also urged the PM to create a mechanism to ensure that those against whom there are credible allegations of involvement in human rights violations do not assume positions of power in government.&lt;br /&gt;&lt;br /&gt;Any case of violation of law must not be withdrawn in any condition so as to assure the public of good governance and the state of law and order in the country. We hear the news of many people dying from hunger every year. There are also many who commit suicide because of failing to struggle everyday-fight with hunger due to abject poverty. There are also many people in our country who do not have access to food due to geographical reasons. We feel quite surprised when we hear of the people suffering a lot from the shortage of food materials just because they do not have access to roads even in this 21st century. &lt;br /&gt;&lt;br /&gt;Karnali is one of the most remote districts in far western Neal which again stands on the brink of a serious food crisis as the UN World Food Programme (WFP) is going to stop distributing food to nearly a million people in the region because of funding shortfalls.&lt;br /&gt;&lt;br /&gt;WFP spokeswoman Christina Hobbs has said that it does not have enough funds to continue flying supplies by helicopter to western Nepal, where road access is patchy and around a million people rely on UN food aid.&lt;br /&gt;&lt;br /&gt;The costly helicopter trips will be axed by the end of this year, after which the WFP will only be able to provide food to around 100,000 people in the area.&lt;br /&gt;Globally WFP is going through funding constraints, and the world’s attention in terms of assistance is shifting away from Nepal to other areas such as Japan and the Middle East. WFP has been working with the government to try to build their capacity in this area, but the places are very remote, and their capacity is limited. Malnutrition rates in these areas are around 70 percent, WFP would expect to see an increase in both child mortality and maternal mortality.&lt;br /&gt;&lt;br /&gt;Although the government transports some food provision to the area for sale at subsidised rates, most of the supplies go by road. And as the monsoon is expected to arrive soon this year with the nation experiencing pre-monsoon showers already, the ill-maintained rural road connecting the remote far western district will virtually be impassable, which will surely hit the distribution of food and other essential to the region.&lt;br /&gt;&lt;br /&gt;Karnali has a mostly dirt track “highway” often blocked by landslides during the monsoon season. With almost no irrigation facility, Karnali’s rain-fed production typically gives the local population enough sustenance for at most six months of the year.&lt;br /&gt;&lt;br /&gt;What would be other misfortune than living in extreme poverty with no touch of modernity far away from the access to many facilities including daily essentials? In spite of having all the natural qualities, our country has seen many more events of strikes than that of tourism. Though there are many possibilities of tourism development in our country, political instability has caused hundreds of obstacles marring the tourism sector dramatically.&lt;br /&gt;The government of Nepal, taking all the political parties into confidence for not disrupting tourism sector organizing the programmes of strikes in any way, initiated tourism year-2011. The government also allocated a good sum of budget to promote the tourism of Nepal nationally as well as internationally. The number of tourists arriving in Nepal to enjoy the beauty has seen a rise because of commitment from all the political parties as yet. &lt;br /&gt;&lt;br /&gt;But as the date of Constituent Assembly nearing, the dissatisfied groups have started calling for the program of various types of strikes causing disruption to the tourism industry. Therefore, Tourism Crisis Cell including tourism associations has urged all not to organise any strikes at least during the Nepal Tourism Year-2011.&lt;br /&gt;Organising a press meet in the capital, tourism entrepreneurs have requested all the political parties not to organise strikes which adversely affect the economic activities in the country. The tourism entrepreneurs have also said that such strikes would generate fear among the international visitors.&lt;br /&gt;&lt;br /&gt;Following the strike called by ethnic organisation, Nepal Federation of Indigenous Nationalities on Friday, entrepreneurs have urged the strike organisers to withdraw their strike for the success of Nepal Tourism Year.&lt;br /&gt;&lt;br /&gt;Tourism Crisis Cell including representatives of Hotel Association of Nepal (HAN), Trekking Agencies’ Association of Nepal (TAAN), Nepal Association of Tour and Travel Agents (NATTA), Himalayan Rescue Association (HRA), Nepal Association of Tour Operators (NATO), PATA, Nepal Association of Rafting Agents (NARA) among others have asked everyone concerned to help stop anti-tourism acts.&lt;br /&gt;&lt;br /&gt;Until and unless natural environment is created, tourists visiting Nepal will not feel free to move around and the adverse situation will also make bad impact on tourists which may stop thousands of new tourists who wish to enjoy the natural beauty of Nepal in the days to come. The country has filed to set them their proper goals after the completion of their education. There's no healthy environment of investment in business. On the other hand, load-shedding, clear policy of the government, lost trend of incentives, strikes, extortion, etc. have also added to the problem. People who have money simply do not want to invest for fearing that their money may go in vein and they come down on the roads.&lt;br /&gt;&lt;br /&gt;The first preference of young guys is the search for jobs no matter what the type of job is because there's no risk of risky investment and they get easy salary each month. The wage of labour is higher in international market than in Nepal, that's why thousands of youths are attracted to foreign jobs. Among them is Korean jobs for which Nepalese are just ready to do anything.&lt;br /&gt;&lt;br /&gt;A total of 57,651 Korean job aspirants have applied for the Korean Language Test this year. South Korea has provided 7,100 workers' quotas for Nepal this year under the Employment Permit System (EPS).&lt;br /&gt;The number of individuals applying for the test this year increased by 15,508 compared to last year's 42,143. The Labour Ministry, however, had expected more than 60,000 applications this year. Four locations three in Kathmandu and one in Butwal had been set up for the applicants to apply. &lt;br /&gt;&lt;br /&gt;The exam is scheduled to be held on July 22 and 23 with two sessions each day and results will be published on Aug. 23, according to EPS Nepal Office. This year, the Korean job quotas are only for the manufacturing sector.&lt;br /&gt;&lt;br /&gt;Normally, Norea hires workers from 15 developing countries, including Nepal, for employment in agriculture, fishery, construction, manufacturing and service sector. For the last couple of years, South Korean jobs have become lucrative ones as they provide a monthly salary of Rs 70,000 on an average – much higher than what one gets in Gulf Countries.&lt;br /&gt;&lt;br /&gt;Last year, Korea had provided 4,000 quotas for Nepal. More than 8,000 individuals have made it to South Korea under EPS so far but the individuals applying for the test this year can go to South Korea next year. Any mentally stable human being is shocked or alarmed at the news of rape. It’s an act against human civilization which spreads hatred among the human beings. From a human rights perspective, rape is the number one violation of human rights principles and the worst thing that could happen to a human being committed by an absurd beast camouflaged in a human form.&lt;br /&gt;&lt;br /&gt;Life in Nepal has changed drastically in recent years. Today, women show off themselves to be much freer, advanced, educated and civilized than before. In the vibrant, affluent streets of the developed cities, it is easy to forget the high frequency of rape in the country. Some statistics claims that a woman is raped everyday in Nepal. This reveals the pathetic reality of women’s sovereignty in Nepal. &lt;br /&gt;The frequency of rape is high in Nepal, yet rape is one of the least reported crimes even in comparison with other cases of domestic violence. Most of these rape cases never come into the public eye because women and their families do not allow them to, fearing social stigma. When somebody is raped, all their control is taken away from them and to be kept secret is a second victimization.&lt;br /&gt;&lt;br /&gt;A girl’s over-frankness is also one of reasons among others leading to ever-lasting psychological effect in her life. Some girls invite the opposite sex with their over-frankness, over exposure of their body and much openness; and some reveal to their life-partners about their past life including how they fell victim of rape by their friends or cousins being over-frank. Many of them are bound to live with the wounds of the deadly incident throughout their life silently. Some are silent because of social stigma, some for the prestige of their family and some for their husbands and their children. Rape victims and those associated with them sometimes remain in a dilemma even long after the crime takes place.&lt;br /&gt;&lt;br /&gt;A number of studies show that there are many undisclosed rapes in Nepal, and it is high time we took cognizance of the fact that because of a lack of social cooperation and a fear of backlash victims are keeping quiet. Recognising this fact will save hundreds and thousands of Nepali citizens from having to live in fear and silence. Speaking out comes with a host of risks, including social stigma. But an even bigger is the risk of not getting any justice. But even after speaking out, justice isn’t always delivered. There is also widespread dissatisfaction with how our courts handle rape cases and concern that the ineffectiveness of the courts leads to impunity. Since ‘the forum for the conservation of consumers’ welfare’ has been passive, the consumers are being cheated at every shop all the time. The shopkeepers are cheating the customers with fancy price.&lt;br /&gt;&lt;br /&gt;Cheating the customers by sticking stickers on the real price of books has been proved after the office of district administration raided on some of the book-stalls of Pokhara based on the complaints lodged by the guardians.&lt;br /&gt;&lt;br /&gt;Scrubbing the real price with black sign-pens, the shopkeepers were found using other price-stickers and also hand-writing on the other side in the raid. Showing the artificial shortage of books and providing less number of books, guardians were also vexed going to the stalls from time to time. &lt;br /&gt;&lt;br /&gt;Sending the guardians to a particular book-stall with the book-list has given a rise in the black-marketing of the text books. Schools also do so in greed of commission from everywhere like dress, text books, bags, stationery, shoes, ties, belt, etc. Because the book stalls make a bomb at this time of new session, they never want to miss the peak opportunity, so they also visit school to school with heavy commission to lure them. Some boarding schools have also been found selling the text books from their own school premises without even a single percent of discount citing the deal with Indian market or pressure from publication.&lt;br /&gt;&lt;br /&gt;Because of the game of commission between school and book stall, the guardians have badly been affected. The market price hike of books with no discount and compulsion of buying schools goods from a particular stall have almost broken the backbone of consumers. On the other hand, lack of clear provision fro the punishment of the book stalls cheating the consumers, has merely encouraged them to do so without a hitch. A particular book from a particular publication has also helped a lot in the game of commission triangularly, i.e. schools, book-stalls and publishers but it is the guardians who suffer every year. People are free to use the roads to make movements to and from. People have full freedom to tread the roads whenever they wish, be it emergency or merry making time. People are all the time in a hurry to reach somewhere in time; if late, they may be doomed to lose. Therefore, it is crime to disrupt the roads under any pretext or circumstance.&lt;br /&gt; &lt;br /&gt;Some people, these days, take the roads as their legacy. Political parties almost every day organize some programs of protest in the roads everywhere. In the seasons of marriage, roads start dancing themselves at the tune of music through day and night. Roads are being very much busy. Today roads have been the hot-bed of religious functions, gathering, vehicle-parking, marriage functions to which they (roads) are tirelessly supporting unconditionally. With the pace of development of civilization, roads are being quite neglected and helpless as well as a better dumping site of so-called civilized people.&lt;br /&gt;&lt;br /&gt;It’s not as if we haven’t seen the example of many seriously injured people trapped in the roads because of road obstacles created by the crowd of people supporting political parties, programs of protest, programs of demands for the damage of anything no matter what it is caused by, religious functions, marriage functions, road-construction, etc. We have also seen the example of many houses being burnt down into ashes in a moment just because fire-brigades do not reach the spot on time by clearing the road jams or crowd.&lt;br /&gt;&lt;br /&gt;Can the real motive of religion be attained by chanting Rama-Rama, Hare-Hare through loud-speakers holding a gathering in the roads? Isn’t it unfair for the patients who are in a hurry to reach the hospital to fight death &amp; life? It is the prime of hypocrisy to use the roads to organize any political gathering for speech or program of protest. It can never be a way of civilized citizen to obstruct roads of the passengers who are bound to reach their respective abodes in time urgently. Any type of programs to be organized on the roads must be stopped now. Among several rules directly related with our lives, the rules of road are of big importance. Rules are generally made for all of us to follow for the sake of our own lives, not for others but we always feel proud of our breaking the rules and escaping without any punishment. The provisions for punishment for violators of rules are made to scare them from trying to violate the rules. They stop people from committing any type of crimes.&lt;br /&gt;All the vehicle riders need to know the rules of roads; be it cycle-riders, bike-riders or other drivers. Because they are not only responsible for their own lives but also for others who are boarding their vehicles. Even a tiny mistake made by a driver causes the death of many along with him. Generally, trying to overtake other vehicles, having the sense of competition while driving, and allowing youngsters driving, etc. are the major reasons among others for road mishaps and untimely deaths on roads.&lt;br /&gt;We also can’t deny the fact that no drivers want to make any accident happen in any condition. Accidents are also caused by the people as well as astray animals in the roads. Drivers also meet with an accident in course of trying to save the animals or children or people walking in the roads. Therefore, even the road-users need to follow the rules of roads.&lt;br /&gt;Because of lack of proper knowledge about traffic rules or rules of roads, unnatural deaths are on the rise. Any democratic country believes in people’s rights and freedom to communication and press. People involved in the field of journalism feel proud to be associated with it because it’s so challenging and daring. People respect this profession because journalists serve the people throughout the day and night without any selfish motive to get anything in return. But because of entry of some non-journalists this profession is being irreputable threatening the real journalism all over the country. Non-journalists have not only misused the journalism, but also invited unwanted tensions including death-threats and life-taking attacks on various media persons working freely across the country.&lt;br /&gt;People involved in various illegal works are much interested in journalism just to make their black professions into white ones under the disguise of media houses. &lt;br /&gt;The president of Press Council Nepal, Narayan Prasad Sharma also accepted journalism being polluted because of non-journalists on the occasion of 56th anniversary of Federation of Nepalese Journalists at Ghorahi of Dang district. People from various other areas like politics, teaching, contractors, etc. have involved in journalism just to meet their vested goals through media houses. The smokers in public places shall be fined up-to rupees 100 along with asking them to quit the public places. Any concerned person of the public places could ask the smokers to immediately stop smoking and if he or she refuses to do so despite pledge, he or she will be punished according to the legal provision or other departmental actions may also be taken. The legal provision against tobacco products which was propounded by legislature parliament will come into effect only after three months. After the provision will come into complete effect, none will be allowed to smoke in public places, according to Dr. Pravin Mishra the secretary of Health Ministry. Now the tobacco companies will have to print health-related messages or pictures indicating the consequences of tobacco use covering 75 per cent of packets, wrappers, cartoons, packaging of parcels and levels of products made of tobacco.&lt;br /&gt;According to a legal officer at Health Ministry Komal Acharya, anyone including the producer also won’t be allowed to promote or advertise or organize any program or air news or notice through any newspapers, magazines, radio, TV, FMs, internet, email, electronic media, wall-paintings, hoarding boards, logos, signs, write-ups, pictures, people or any other means.&lt;br /&gt;Making provisions is an easy task in Nepal but applying them facing with several hurdles is always an uphill task due to political interferences and instability. The dream to continue education often gets broken into pieces when a girl is married off at small age in Terai. There are still thousands of girls who fail to carry on their education despite having passion for higher studies just because they are married off while they are still at schools. They get engaged in their family business before completing their student-life. &lt;br /&gt;Koshila Devi of Biranchibarwa-3, Parsa was also victim of the same case who decided to re-start her education at the age of 42 to fulfil her incomplete dream which she had quit owing to child-marriage. She was not discouraged a bit even if she was to appear in the SLC exam of 2067 with her daughter Lila Sah of 18. It’s not as if people did not tease her looking at her going to school. But she did not back out from her aim: School Leaving Certificate (SLC) examination. She appeared in the SLC exam together with her daughter at Mangal High School, VDC Vishwa of Parsa. She has taken the exam after completing her formal education from grade 8 to 10 with her daughter at Divya Kanya High School.&lt;br /&gt;Her awareness towards female education is worth example. Breaking the old customs of sending the daughter to law’s home soon after marriage without letting her accomplish her dream to gain higher education, she has dared to challenge the traditional societies. It's government's first and foremost duty to take initiatives so as to checkmate the growing number of irregularities in almost each and every sectors. People often complain about government's ignorance towards their problems. It's also natural that government cannot keep eagle eyes on all the on-going activities, therefore government make various separate branches so that they function well according to people's wishes.&lt;br /&gt;&lt;br /&gt;But because corruption has surpassed its limitation in Nepal, no authority is able to function in a free manner to curb the corruption which is on rise. National Human Rights Commission (NHRC), which makes the government aware about the violation of human rights from time to time, has complained that the government has not shown much eagerness to implement some of the recommendations made by the Commission during the 10 years since its establishment. It also claimed that the government has failed to implement majority of the recommendations it made and helped promote lawlessness in the nation.&lt;br /&gt;&lt;br /&gt;The NHRC made such a complaint while unveiling a book, which is the collection of over 300 recommendations made during its one decade tenure. According to the NHRC, among the 386 recommendations, the government implemented 34 cases fully and 138 partially.&lt;br /&gt;&lt;br /&gt;The government has simply compensated the victims, but has failed to punish the perpetrators of human rights violation. NHRC simply wants punishment for those who violated the basic human rights. Among 386 cases of human rights violation, the state authority was held responsible for 262 cases. Similarly, the Unified CPN-Maoist accounted for 88 cases and various stakeholders for 36 cases of human rights violation.&lt;br /&gt;&lt;br /&gt;The major reason of government's failure to implement the laws strictly is the number of political parties. Nepal is small but the number of political parties is still increasing. There is none who don't recognize at least three or four members of Constituent Assembly (CA) who are easily available to help their kin when there is need of even a bit of help in administrative matters. Because of growing influence and interference of leader in the functions of administration, government staff are not able to work in a just manner. &lt;br /&gt;&lt;br /&gt;There is also an example of a state minister, Karima Begum, slapping and insulting Chief of  District Officer (CDO)of Parsa just because of not providing her a VIP vehicle to receive her from Simara airport.&lt;br /&gt;&lt;br /&gt;There are so many incidents of this type in Nepal. Death feeling is much more bitter and painful than separation from our dear and near one. When one is far from us, there is hope in some deepest corner of our heart that some day or other we may have a glance of him or her somehow. But when we hear about the death news of someone near and dear, we can't stop bursting into tears; all the hopes, expectations, painful or happy-moments shared together start coming out through our eyes. We then have no hope of his glance ever in life as a person in front of our eyes. There is no greater pain than that of someone's death who is near our heart. None but a woman has deepest grief over her children's or husband's death. &lt;br /&gt;&lt;br /&gt;We can easily understand what goes on a woman's heart when she wishes to hear about her child's or husband's death. There are so many women in Nepal whose children or husbands were captured especially by the Nepal Army (also by the then Maoist rebels) during the insurgency. Most of them have already grown weaker, physically and emotionally, over the years and happiness has vanished away. It's really an agonizing ordeal not knowing where and in what condition one's husband or child is at. There are many women who are in the hope of their missing men. They have been exhausted of trying and asking the government to make their loved-ones' whereabouts public. So, they demand the state to declare them dead or find them out and also action against guilty be taken. Some of them see no reason for living these days because they even don't know if their husbands or children are alive or dead. Many of them have been living on false hope for about 10 years that their loved-ones will come one day. &lt;br /&gt;&lt;br /&gt;Families of the victims of forced disappearance say the government has not done anything to make the status of their kin known. Most of these families have lost their bread-winners, thus making their life an everyday struggle. Be it rich or poor; king or the common, everybody has equal basic rights that one is entitled to have since birth.&lt;br /&gt;&lt;br /&gt;None can deny the fact that gone are the days of kings or queens or prince or princesses from Nepal after the establishment of republic through people's movement of 2062/063. The king has become powerless, general or common person like any other common Nepalese. The Royal Family has completely been obsolete; the presidential system has come into existence dethroning the king from his power. There's no possibility of Royal Family's coming into power at any cost, therefore no political party, especially Maoists, need be afraid of it. Obstruction of Maoist cadres towards the Royal family shows they are much scared than any other parties or people.&lt;br /&gt;Some Maoist cadres caused obstruction to the former princess Himani Shah during her visit to Dolakha district on Tuesday (Aug 31, 2010). Amid the Maoist hurdle on her way to Namdu VDC, which is some 24 km far away from district headquarters Charikot, she took part at a program as scheduled. Some Maoist activists, acting on the order of district leader Bishal Khadka, obstructed the road in two places at Tamakoshi Bazaar. They had parked a truck, blocking the way and piling some logs to prevent Shah from attending the program organized by Rastriya Sarokar Mancha. They, however, were not present when Shah and her supporters reached the venue. The locals cleared the road on the ground of humanity and hospitality. &lt;br /&gt;&lt;br /&gt;The district leader says that the obstruction was "a symbolic protest against the remnants of feudal monarchy" which is quite ridiculous in itself because they are themselves giving unnecessary publicity to the gone Royal Family member which is causing sympathy of people to them.&lt;br /&gt;&lt;br /&gt;Shah had visited the district just for a social purpose. Simply we can say any unwelcome or unwanted verbal, non-verbal, physical or visual conduct based on sex or of a sexual nature; and the acceptance or rejection of which affects an individual's employment are considered as sexual harassment. &lt;br /&gt;If the recipients feel uneasy at the way their employers look at them and touch sensitive parts of their bodies or display pornography, then such acts are deemed sexual harassment.&lt;br /&gt;There is no specific legal provision against sexual harassment in public places in Nepal like the UK, Australia and Holland. A bill on Sexual Harassment has been prepared but is yet to be approved by the Parliament. Though the government has drafted legislation, it will only address workplace sexual harassment, while there is no separate remedy for sexual harassment in public places. Also, dealing with sexual harassment issues is a bit tricky. Experts say there is difficulty implementing the laws as sexual harassment can happen in such a way that only the person targeted feels insulted while those right next to him or her do not ever get to sense the harassment. &lt;br /&gt;Although voices are being raised by legal experts for a separate Act to address sexual harassment in different places and forms, so far related cares are being tried under the Civil Offence laws. Ever under Civil Offence laws there are no clear provisions for a penalty. Most importantly, except extreme forms of assaults are hardly reported by victims. Even the police do not pay attention to such cases.&lt;br /&gt;Sexual harassment is troublesome, but without proper legal provisions or a system to deal with it the issue can become grave. Though there is no recent survey available to indicate the trend, a 2004 International Labour Organisation (ILO) survey reported that 48.8 percent Nepali women complained of some form or the other of harassment. Anecdotal evidence suggests that sexual harassment is on the rise, especially in public places. Almost all the women must have some bitter experience of sexual harassment in public places. It's been common experience for many women to hear sleazy remarks in public places, but there are also some cases which leave deep psychological impact on them. &lt;br /&gt;Sexual harassment can be physical and verbal. It can be exhibited through gestures. There is not much awareness among people on the definition and legal provisions regarding sexual harassment of which males easily take advantage. English names sound better to the Nepalese ears, so there are hundreds of plus twos in Kathmandu only after English names which help a lot in influencing the parents to take out money from back pockets or safe deposits.&lt;br /&gt;Hundreds of so called reputed plus twos of the valley alone produce lakhs of successful students from their institutions but the important question to ask is that, are they all getting good employment in the number of lakhs every year? Or they are simply producing the 'skilled' man-power to export in foreign countries for any cheap jobs to do?&lt;br /&gt;Another thing to take care is that are the parents getting their investment back from their children's satisfactory jobs?&lt;br /&gt;Sending the children in the most frequently advertised plus twos for the sake of guardians' own dignity and pride has become a fashion. Everybody knows that hollow promises and advertisement on glossy papers have not anything to do with quality education. School-owners always use attractive words like 'international' or 'academy' to their school names instead of 'higher secondary school' so that they can easily fool the parents. They are also found using wrong data, names and photos of students without any hesitation because they better know that none is going to check them. They use even '&lt;b&gt;scholarship&lt;/b&gt;' word with advertisement point of views and the fact is that students do not get anything in its name even though there is provision of scholarship from &lt;b&gt;Higher Secondary Education Board&lt;/b&gt; (HSEB) of Nepal.&lt;br /&gt;They simply advertise in the nook and corner of Nepal for the students with distinction so that the students easily pass the exams on their own without any difficulty. If they are really devoted to quality education with all the infrastructures they have, they should prove their worth by taking the admission of the students with second and third division as well. But this year the same decision has been made from the university-hall. 13 student organizations have been pressurizing the TU to take its decision back keeping the matter of the future of thousand of students in view and there is much possibility of government’s revoking its decision.&lt;br /&gt;This is the fact that thousand of children of poor people are studying t TU not because of desire but because of not being capable to afford the fees of expensive +2s. We also can’t deny the fact that the children of affluent parents are pursuing their further studies in the big and expensive +2 of towns as well as foreign countries.&lt;br /&gt;The policies of the government to improve deficiencies for the quality education on the basis of international standard are always good and appreciable. But without making a proper way out for the forth-coming problems, it would be sheer unwise to do anything of that sort. The government provides the license of Higher Secondary School (10+2) only after taking a big amount of money as mortgage, the degree-holder lecturers also demand a handsome salary with perks and it needs some extra infrastructure to establish +2, in such condition the management team cannot manage with low fee-structure from the students. To meet all the requirements, they must charge a big admission fee, monthly-fees, exam fee together with other additional charges.&lt;br /&gt;To cope with the problem, the government must upgrade all the schools to +2 without any extra charges for license and so on, provide economical help to economically backward schools, provide skilled manpower to teach properly through open, free and fair vacancies, make affordable fee-structure like that of TU, etc then only it would be possible as well as systematic to phase PCL out from TU.&lt;br /&gt;Without managing to do so, a large number of people will remain undedicated, unemployed, unskilled, and uncultured as a result there will be more robbery, looting, theft, rape-cases, abduction, extortion, killing, and other crimes in the society. SLC is supposed to be the Iron Gate for the students; it is because the time of ten years and the investment of huge sum of money are spent for the successful result in SLC. This is supposed to be the first step in the academic field.&lt;br /&gt;Exams in a plain language are conducted simply to test the merit of students so as to qualify them for higher level further studies.&lt;br /&gt;SLC really used to be an Iron Gate a few years ago but students take it as a house without a gate of any type; anybody can pass through this stage without a hitch. With the passage of time of chaos situation prevailing in the country, various ill-practices, misconduct, and anti-exam elements have been seen widely in every nook and cranny of the country. Chit-oriented atmosphere has made the students lame, incapable, uncompetitive, ultimately hollow. Teachers, students and guardians all are responsible for it. It's not as if students are merely responsible for it, the most responsible factor is the guardians who never want to see their children fail at any cost. So, they pressurize the teachers, guards, policemen, almost every to help their children pass with good percentage. They don't care what their children are learning; the thing they do want is a certificate in their children's name. It's the guardians who are messing up with the environment of exams for their children's so-called 'bright' future but are they really serious about their investment and their children's ten years time in proper way?&lt;br /&gt;One feels quite disgusting looking the present scenario of the SLC in Nepal. They are valued and given preference everywhere. Devotees celebrated Chhath Puja this year with great enthusiasm and reverence. In fact, every year they worship the setting as well as rising sun on the occasion. Not only Hindus of Terai but also Muslim, and non-Hindus of mountain, valley and other parts of Nepal other than Terai celebrate this greatest festival with deep devotion. Devotees visit several water-bodies in order to worship the Sun God. The celebration of Chhath puja lasts for four days, the first day is called Arba Arbain or Nahan Khan on which they discard meat, garlic and onion, the second day is called Kharana (meaning the reduction of sin), is also observed in a similar manner. On the third day people celebrate it as the main day by thronging to water-bodies like rivers, ponds, etc. to worship the setting sun and on the fourth day they conclude the Puja by worshipping the rising sun. The devotees also offer prayers to the rising sun. The third and fourth days are more interesting than the first and second ones because the Ghats (the banks of rivers, ponds, etc.) are decorated with flickering lights, diyos, and other things to make the outlook charming, some also crack fire-crackers to express their joys, the ambience is so attractive that none can stop themselves from visiting the Ghats even once though they do not go on any fasting for its celebration.&lt;br /&gt;The teenagers are often in different happy mood because they get to wear new clothes, they become clean and tidy; they eat, move from here and there and enjoy themselves in group. Because all the people respect this festival both with fear from God and honour, none thinks to commit any evils on the occasion.&lt;br /&gt;Almost everyone gets peace of mind on the occasion and this is what they celebrate it for. Women whose desire or wish is fulfilled also encourage others to do the Puja with reverence. S/he must complete all the answers within given time. S/he can't pretend why s/he couldn't do all the answer. Is it logical to extend the time for a student to finish his answer? Is it not possible that he doesn't know all the answers? What is the guarantee that the student will not ask for more time if he can't finish in time again? How much time to give? What is the value of a fixed time and the exam? There are several questions that can be raised. All the members of CA enjoyed their time and allowances with perks, raveled abroad, quarreled for power when their first and foremost duties were to immediately start drafting constitution but when their tenure is going to finish, they are asking for more time but the similar types of questions mentioned above are still unanswered. Are they really capable, serious, sensible, responsible, honest and dedicated to new constitution?&lt;br /&gt;Perhaps leaders have forgotten the achievements that they have and the risk of their being lost is highly increasing because they have lost the faith of Nepalese people. They are happy for momentary chairs which can turn into long-sadness in no time, the achievement and the contribution of martyrs may be lost due to their tiny mistakes in taking right decision in right time; the future will never give such a chance to the leaders to make it history. The Maoist party led by former Prime Minister Prachanda is still perceived as capable of reviving armed insurrection.&lt;br /&gt;On May 23, over 350 members of the nation's 601-member constituent assembly extended their support to Nepal, 56, hoping he will be able to steer the country, a republic since last year, through a state of transition which is scheduled to end by May next year.&lt;br /&gt;He served as deputy prime minister, handling the Defense and Foreign Affairs ministries, in the short-lived government formed after the 1994 parliamentary elections. His well-wishers also find it a pleasant coincidence to have a new head of government with the surname "Nepal".&lt;br /&gt;The non-Maoist coalition led by Nepal is made up of 22 of the 25 larger and smaller parties in the constituent assembly (which also works as a parliament). This appears an incredible feat for someone who last year lost elections in two constituencies, leading him to quit his powerful position as general secretary of the Unified Marxist Leninist (UML) party.&lt;br /&gt;His party, nonetheless, retained him by creating a position of "senior leader". A couple of months later, the UML made him a nominated member of the house by forcing an earlier nominee to vacate the seat. It is through this route that he has become the prime minister of democratic Nepal.&lt;br /&gt;Other important work to be done in the next few weeks is the national budget for the year 2009/10 and other legislative functions. But how will it proceed without any cooperation from the Maoist-led opposition?&lt;br /&gt;Prachanda and other top Maoist leaders have publicly described the new regime as a "puppet" of foreign elements, primarily referring to New Delhi. This first surfaced in a long televised address Prachanda delivered on May 4, the day he announced his decision to resign.&lt;br /&gt;Basically, Prachanda's resignation came in the form of a protest against the president's step, which the Maoists dubbed "unconstitutional". While the case has reached the court, experts have expressed divergent opinions on the issue. Some agree with Prachanda, with others defending the president's initiative.&lt;br /&gt;The interim constitution depicts the president as the custodian of the constitution, and the supreme commander of the army. So how could Prachanda remove the commander without giving prior information to the president of the country?&lt;br /&gt;There is no empirical basis to believe this contention. What is clear, however, is that the Maoists do not appear to be in a mood to extend their cooperation either to the president or to Premier Nepal. The situation in parliament is unlikely to change until the president makes a reconciliatory approach.&lt;br /&gt;In the views of some analysts, the president is unlikely to amend his decision as this would be political suicide. But he could retract his earlier decision and resign if that would help to install Koirala as the head of state. In such a scenario, Koirala's desire to be at the helm when the constitution is implemented would be fulfilled. One of his other desires was addressed when Nepal appointed his daughter, Sujata, as the country's foreign minister. Teachers are trained in a particular subject so that they may not face basic troubles in teaching-learning process. After proper training they are awarded with ‘license of teaching’ so that they could seek proper opportunity of teaching through open competition. But the appointment of teachers in schools as well as colleges under political pressure has created chaos situation. Three factors are mainly responsible for a teachers’ appointment in school: district education office, the headmaster of the school, and the president of the school’s management committee but there’s also another unseen factor that is ‘money’ which makes all the criteria and factors meet in a minute.&lt;br /&gt;Corruption is on the rise in appointing the teachers in schools in Parsa district. The teachers are themselves corrupt because their main intention is ‘their own’ secure future in government schools; they have nothing to do with the career or academic development of the students. They are simply playing with the future of thousands of students. None can expect a qualified manpower from the students taught by such teachers; the investment of the government is going in vain; the future of the society is quite uncertain.&lt;br /&gt;The appointment of teachers on the basis of money and political recommendation is quite harmful which is making the teachers corrupt and irresponsible too.
